Tour Permits:
The guide to safe scouting states: "Tour Permits - If a unit plans a trip within
500 miles of the home base, it is important that the unit obtain a
local tour permit. A national tour permit is required for trips in
excess of 500 miles from home or outside the continental United
States.
Most short, in-town den trips of a few hours do not require a tour
permit; however, it is recommended that dens obtain permission slips
from parents."
The reason for filling out a tour permit is so
that you have proof that a unit activity has been well planned and
organized and is under capable and qualified leadership. "When
in doubt, fill it out."
More about TOUR PERMITS
A tour permit is required for all trips outside the council
territory of the five communities in the Valley. A local tour permit
is required for trips under 500 miles and a national tour permit for
trips over 500 miles. Please allow two weeks for a tour permit to be
approved.
Insurance
information is required of all drivers for the activity. Do not
write parents driving as this is not acceptable. We must have the
names of all drivers and their insurance coverage before approval of
the tour permit. A unit may place on file the list of all their
drivers and insurance information but it must be updated each Fall.
The names of the drivers must still be placed on the back of the
tour permit and write information on file.
Reminder
that the two tour leaders listed on the tour permit must have
completed the youth protection guidelines seminar and hold an
un-expired card.
Reminder:
Effective May 12, 2000 the Executive Board has mandated that unless
the two tour leaders listed on Local and National Tour Permits have
completed the Youth Protection Training within the past two years,
they will not be approved. Tour Permits are required of all units
who travel outside the council territory (Derby, Shelton, Seymour,
Ansonia and Oxford). Without a Tour Permit, the trip is not
authorized and accident insurance will not cover youth and adults;
liability insurance will not cover adults.
The Youth Protection Training is
required by Council, every two years. Individuals can take the
training online or have a certified instructor, who is qualified to
conduct the training, certify participants. Furthermore, it is the
responsibility of the unit and/or the individual to keep track of
their training.
All Tour Permits must be submitted to
Council two weeks in advance of the scheduled activity for proper
clearance. Please be sure that the Tour Permit is filled out
completely and properly before submitting it to Council. The form
requires 2 signatures from the Tour Leader and 1 from a member of
the Unit Committee, as well as unit information, date(s) of trip,
description of the trip, activity standards, mode of transportation,
number of youth and adults, and vehicle insurance information.
All persons responsible for youth
safety must understand and appreciate the Scouting position of zero
tolerance for child abuse and victimization in any form. Unit
Leaders should report any suspected abuse to the Scout Executive.
